The Texas House County Affairs Committee has reportedly laid the groundwork for a new piece of legislation that would be known as the Sandra Bland Act.

Bland was found dead in her jail cell after being pulled over by State Trooper Brian Encinia for a routine traffic stop last July.

According to a lawyer for Bland's mother, Rafael Zuniga admitted under oath that while he wrote that he checked in on Bland before she died, he actually never did.
